On 14 November 2008 was set up the Permanent Assembly of the precarious Autoconvocate which brings together workers and temporary workers, teachers to ATA, nursery school, primary and secondary level I and II, and the province of Turin, in full independence from any political party and trade union organization. This independence
qualifies us first and foremost as citizens of the Italian Republic, with the aim to defend the universal right to education and aware of the immediate connection between the protection of that right with the defense of the right to work of all the school's precarious , who today make a living and viable education and democratic growth of our youth.
In order to achieve this goal the Precarious Autoconvocate highlight the need to oppose and stop the plan to dismantle public education, for years larvatamente implemented by various Governments, both the center-right and center-left, which found in the current Government its most extreme application, through art. 64 of Law 133, Law 169 and the bill the Secretary for Education Mrs Valentina Aprea. Therefore

DENOUNCE how undemocratic by which the Law 133 was set by the Government to the Italian Republic, arrogating Executive legislative power, which must be exercised only by parliament.

DENOUNCE value destructive cuts in spending on education according to art. 64 of Act 133. In fact, they enshrine a significant downsizing of staff and ATA, whose removal from the school system will nullify operation of public education.

Denounce the mystification of the Head of Government, Silvio Berlusconi, and the Minister of Education, Maria Grazia Gelmini, with whom they wanted to disguise the dismantling of Education Reform on false grounds, and the expulsion of tens of thousands of workers from the school behind the statement: "Do not fire anyone." Only for the school year 2009/10 is estimated expulsion of 60,000 work units: men and women who work in public schools for years, maintained a precarious regime. That means in less than 60,000 teachers and ATA in our schools, because that will grow in following two years.

denounce the incompatibility with any teaching function of the measures put in place by these laws:
- the master only (or primarily) which involves a regression of the training system, as well as a significant economic burden for families Following the reduction of school time from 40 to 24 hours;
- an increase of pupils per class that transforms the classrooms, the already small number of pupils present today, in places insecure and unmanageable for didactic purposes;
- l 'consolidation of classes of competition that turns teachers in caregivers, as forced to teach subjects in which they are not adequately organizations in order to address the imbalances created by staff cuts.
- the suppression of experimental addresses that impoverishes and stiffens the provision of training exclusively in order to reduce the number of hours of attendance of pupils at school.

DENOUNCE the pretext the excuse of "crisis" with which Mr Tremonti Minister of Economy and Minister of Public Administration Mr Brunetta wanted to justify the diversion of state funds to all public services support the economy in various ways co-responsible for the current crisis.

COMPLAINT The passive consensus that the opposition parties shown and continue to be against the policy of Government to the detriment of Education, stating, in the person of Hon. Gramaglia (Shadow Minister) and former Minister Bassanini, its alignment with the principles of the dismantling of public education and to support private education with public finances.

We denounce the discriminatory attitude of the government, who responded to the protests of the CEI, restoring almost all of the public funds diverted to private schools by the Finance Act, but remains indifferent to the claims that come from sectors of the public schools.

DENOUNCE the action of breaking trade union unity made by the unions CISL, UIL and SNALS, November 30, 2008 signed the MoU with the Government on the Civil Service, with which it is again the economic penalty of the workers

COMPLAINT The destructive value of the proposed Law of the Under Secretary for Education Mr Aprea, already approved by the Commission VII, in which:
- the public school is subordinate to the interests of private companies;
- the recruitment of new teachers will lose any state control, becoming exposed to the logic of patronage and local content;
- transfer Local Authorities of all economic and legal powers that the state had on the school
- distributing public money from public schools and private schools by the number of pupils enrolled, creating abysmal differences among districts in the same city.
- the repeal of Article. 64 of Law 133 and Law 169;
- the withdrawal of the bill Aprea, the increase in State funds for education;
- the restoration of several faculty and full implementation of full-time and modular all regions and financed by general taxation;
- the defense of existing staff and faculty ATA stabilization 142,000 posts allocated nationally by the CSA, in fact, transforming the organic law organic - turn over the release of replacing all the teachers in retirement
- l 'repeal of the amendment of Title V of the Constitution by transferring powers to local authorities of the State, denies the constitutional principle according to which the private school is sectarian and guaranteed no cost to the State (Article 33 of the Constitution);
- l 'application in private schools equal to the contract terms and conditions applicable to the recruitment of workers in state schools;
- strengthening the power of the collegial bodies within the School;
- assignment of all the chairs and divided by the entire lists are exhausted.

proposing to open a table of comparison between the government, all sectors of public schools and associations of parents and students for the purpose of developing a reform plan that excludes any prior reduction in investment and is actually addressed to increase the effective educational institution, in the belief that only those who work in schools, propose and produce its renewal.
